a. If it is adequately demonstrated that antenna collocation, as required in this Section, is not possible for a given geographic antenna placement area, constructing a new tower, including placement of additional buildings or other supporting equipment used in connection with said tower or antenna, may be allowed in the following zoning districts upon Special Use approval by City Council: M-1, M-2, C-1, C-2, HC-Retail, HC-Auto, PUD, O-I and RA-200. b. Collocation, as described in Section Sec. 342.04, shall be allowed in the following zoning districts: M-1, M- 2, C-1, C-2, HC-Retail, HC-Auto, PUD, O-I and RA-200.
