A “Duluth, GA” mailing address is usually not in the City of Duluth. It is in unincorporated Gwinnett — a different code, a different board, a different permit portal. Unincorporated is 294.4 sq mi, 67.3% of the county's land area, so getting this wrong is the default case rather than the edge case.
