1. Local streets shall be so laid out that their use by through traffic will be discouraged.
2. Minor collectors shall be provided to channel through traffic movements within a development, where
appropriate to the design and a major thoroughfare is not proposed by the Comprehensive Plan.
3. Minor collectors also may be provided as central routes within large residential subdivisions, where
appropriate to the design, based on project traffic demands exceeding 2000 trips per day (ADT).
