a. Provide for the appropriate location and development of wireless facilities and support structures to serve the residents and businesses of the City of Duluth; 113 | P a g e Article Three. Restrictions on Particular Uses b. Protect the City of Duluth’s built and natural environment by promoting compatible standards for wireless facilities and support structures; c. Minimize adverse visual impacts of wireless facilities and support structures through careful design, siting, landscape screening and innovative camouflaging techniques; d. Avoid potential damage to adjacent properties from wireless facility and support structure failure through engineering and careful siting of wireless facilities and support structures; e. Maximize use of any new and existing wireless support structures (towers) so as to minimize the need to construct new towers and minimize the total number of towers throughout the City; f. Maximize and encourage use of alternative telecommunication tower structures as a primary option rather than construction of additional single-use towers; g. Encourage and promote the location of new wireless facilities and support structures in areas which are not zoned for residential use;
