Text

1. Upon submission of a valid and complete application for the granting of an appeal on a property, no permits shall be issued nor shall any actions be undertaken on the property by the owner or an employee, representative or contractee of the owner that may be affected by the outcome of such application. 2. Stay of Proceedings. An appeal stays all judicial proceedings in furtherance of the action appealed from, unless the Director from whom the appeal is taken certifies after the notice of appeal is filed, that by reason of facts stated in the certificate, a stay would, in his or her opinion, cause imminent peril to life and property. In such case judicial proceedings shall not be stayed other than by a restraining order by a court of competent jurisdiction.
