Land inside these city limits is governed by Duluth's own code and boards. A "Duluth, GA" mailing address is not proof of being inside them — most such addresses fall in unincorporated Gwinnett.

a. For the purpose of this Development Code, all of the streets, roads, and highways in the City of Duluth are
classified as local streets (minor or major), collector streets (minor or major), rural, minor, or principal
arterial streets (minor or major), and freeways. These same streets and roads will also be known as, U.S.
or state routes, county roads, and local streets or roads.
b. The classification of each street in the City of Duluth is on file in the office of the City of Duluth Planning
and Development Department. Private streets shall be classified as local streets for purposes of
determining building setbacks.
