Except as herein provided, this Development Code shall not be deemed to interface with, abrogate, annul or
otherwise affect in any manner whatsoever easements, covenants, or other agreements between parties;
provided that, when the regulations of this Development Code are more restrictive or impose higher standards or
requirements than such private easements, covenants, or other legal relationships, the regulations of this
Development Code shall govern. In no case, however, shall the City of Duluth be required to enforce such private
easements, covenants, or other private agreements or legal relationships, whether they are more restrictive or less
restrictive than the standards or requirements of this Development Code.
