Definitions — W

**Governing jurisdiction: Duluth.** A "Duluth, GA" mailing address is usually NOT in the City of Duluth. Unincorporated Gwinnett is 67.3% of the county's land area and is governed by a different code, a different board and a different permit portal. Resolve the governing jurisdiction before answering any zoning question.

Watercourse. Any natural or artificial watercourse, stream, river, creek, channel, ditch, canal, conduit, culvert,
drain, waterway, gully, ravine, or wash in which water flows either continuously or intermittently and which has a
definite channel, bed and banks, and including any area adjacent thereto subject to inundation by reason of
overflow or floodwater.

Watershed Buffer. See under “Buffer”.

Water Supply Watershed. The area of land upstream of a governmentally owned public drinking water intake.

Watershed. The land area that drains into a particular stream.

Way. A street or alley or other thoroughfare or easement permanently established for passage of persons or
vehicles.

Way, Pedestrian. A right-of-way within a block dedicated to public use, intended primarily for pedestrians and
from which motor vehicles are excluded.

Wetlands. Those areas that are inundated or saturated by surface or ground water at a frequency and duration
sufficient to support, and that under normal circumstances do support a prevalence of vegetation typically
adapted for life in saturated soil conditions. Wetlands generally include swamps, marshes, bogs, and similar areas.
The ecological parameters for designating wetlands include hydric soils, hydrophytic vegetation, and hydrological
conditions that involve a temporary or permanent source of water to cause soil saturation.

Wireless Facility. Equipment at a fixed location that enables wireless communications between user equipment
and a communications network, including: (i) equipment associated with wireless communications; and (ii) radio
transceivers, antennas, coaxial or fiberoptic cable, regular and backup power supplies, and comparable equipment,
regardless of technological configuration. The term includes small call wireless facilities. The term does not include
the structure or improvements on, under, or within which the equipment is collocated.

Article Fourteen. Interpretation and Definitions

Wireless Infrastructure Provider. Any person, including a person authorized to provide telecommunications
services in this state, that builds, installs, or operates small wireless facilities, poles, decorative poles, or support
structures on which small wireless facilities are or are intended to be used for collocation but that is not a wireless
services provider.

Wireless Provider. A wireless infrastructure provider or a wireless services provider.

Wireless Services. Any services provided to the public using licensed or unlicensed spectrum, including the use of
Wi-Fi, whether at a fixed location or mobile.

Wireless Services Provider. A person that provides wireless services.

Wireline Backhaul Facility. An aboveground or underground wireline facility used to transport communications
data from a telecommunications demarcation box associated with small wireless facility to a network.

Wound. The opening that is created any time the tree’s protective bark covering is penetrated, cut, or removed,
injuring or destroying living tissue.
