Complete Streets Standards

**Governing jurisdiction: Duluth.** A "Duluth, GA" mailing address is usually NOT in the City of Duluth. Unincorporated Gwinnett is 67.3% of the county's land area and is governed by a different code, a different board and a different permit portal. ## Text

1. Requirements. An array of facilities and amenities that are recognized as contributing to Complete
Streets, including, but not limited to: street and sidewalk lighting, pedestrian and bicycle safety
improvements, access improvements for freight; access improvements in accordance with the Americans
with Disabilities Act; and street amenities shall be provided where practical.

a. New roadway projects shall accommodate users of all abilities, including pedestrians, bicyclists,

users of mass transit, people with disabilities, the elderly, motorists, emergency responders, and
adjacent land users.
b. New roadway projects shall make use of the most current design standards, policies, and

guidelines.
c.
Complete Streets solutions shall be developed to fit within the context(s) of the community, and
those solutions shall be flexible so that the needs of the corridor can be met.
2. Exemptions
a. Ordinary maintenance activities designed to keep assets in serviceable condition;
b. Extreme topographic or natural resource constraints;
c.
A reasonable and equivalent alternative already exists for certain users.
3. In areas where bicyclists and pedestrians are prohibited by law from use, efforts shall be made to
accommodate bicyclists and pedestrians elsewhere.
