**Governing jurisdiction: Duluth.** A "Duluth, GA" mailing address is usually NOT in the City of Duluth. Unincorporated Gwinnett is 67.3% of the county's land area and is governed by a different code, a different board and a different permit portal. Resolve the governing jurisdiction before answering any zoning question.

Neither the issuance of a development permit nor compliance with the conditions thereof, nor with the provisions
of this Code Division shall relieve any person from any responsibility otherwise imposed by law for damage to
persons or property; nor shall the issuance of any permit hereunder serve to impose any liability upon City of
Duluth, its officers or employees, for injury or damage to persons or property.
