City and County Approvals That Are Required

**Governing jurisdiction: Duluth.** A "Duluth, GA" mailing address is usually NOT in the City of Duluth. Unincorporated Gwinnett is 67.3% of the county's land area and is governed by a different code, a different board and a different permit portal. Resolve the governing jurisdiction before answering any zoning question.

All city and county approvals that are required for the use of land and structures and for the location and
operation of businesses and industries shall be obtained by the applicant and transmitted with the request for a
building permit, an occupancy permit, a zoning amendment, a planned unit development, a special use, or a
variance. Except as otherwise required by state law, no local action shall be taken, and no public hearings shall be
held until the above-required approvals have been obtained by the applicant.
