Initiation of Code Amendments

**Governing jurisdiction: Duluth.** A "Duluth, GA" mailing address is usually NOT in the City of Duluth. Unincorporated Gwinnett is 67.3% of the county's land area and is governed by a different code, a different board and a different permit portal. Resolve the governing jurisdiction before answering any zoning question.

Only the City Council may initiate a change to the text of this Development Code or a comprehensive amendment
to the Zoning Map. Such an initiation may be in response to a request from the Director, the Planning Commission,
the Zoning Board of Appeals, or any private citizen or property owner, or on its own motion, upon a determination
that the public necessity, general welfare or good zoning practice justifies such action.
