Unincorporated Gwinnett is 67.3% of the county's land area and is governed by a different code, a different board and a different permit portal. 1204.01. Appellant
A request for a hardship variance on a property shall be brought by the property owner or, with the owner’s
permission, the holder of or applicant for a permit for development or construction on the property.
